This Bill reformed laws and requirements related to Certified Public Accountants (CPAs). Most reforms are rather dull in my opinion, however one provision removed eligibility to practice public accountancy from individuals who have declared their intent to become United States citizens, which was allowed previously to this bill being passed.

Under current law, government bodies within Alabama must use competitive bidding to purchase anything more expensive than $30,000. This bill would’ve made it so that government bodies can award no-bid contracts for the repair of government vehicles, so long as the expense is less than $15,000.

According to an article in 1819 News, Representative Underwood’s most significant legislative victory was HB27 in 2025, where he was able to pass a bill making it illegal for sex offenders to work or volunteer as first responders. I believe this bill to be kind of an obvious one.
In my opinion, most if not all of the bills Representative Underwood has sponsored seem to be of very little actual consequence. The most memorable bill he has sponsored is HB59, which seems incredibly boring upon reading the synopsis as it largely entails things only a CPA would care about; but on further reading reveals a clause preventing people who are trying to become citizens from working as CPAs. His sponsored bills all seem to be nothing-burgers, or a nothing-burger with a cheese slice of disenfranchising immigrants.
Representative Underwood is running unopposed this year.
